Annoying piece of sh*t ~.~
For you users out there having trouble installing your windows live messenger or any other windows live applications for that matter because it is stuck at 99%, try these steps:
1) Uninstall all the windows live application. For eg. windows live messenger, windows live photo gallery, windows live sign-in assistant, windows live mail etc
2) Go to c:\users\(your username)\appdata\local\microsoft and delete folders relating to windows live such as windows live, windows live contacts, messenger
3) Clear all your cookies, temporary internet files etc
4) Run windows live installer (WLinstaller) or get it here ==> http://get.live.com/ if you don't have it yet
